The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel James B. Tipton (ASN: 0-22554), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, 8th Fighter-Bomber Wing, Far East Air Forces in Korea, from 3 April 1951 to 20 January 1952. The singularly distinctive accomplishments of Colonel Tipton reflect the highest credit upon himself and the United States Air Force.

Tipton (ASN: 0-22554), United States Army Air Forces, was awarded the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving as a Fighter Pilot and Commanding Officer of the 363d Fighter Group and later the 358th Fighter Group, and the destruction of two enemy aircraft, in the European Theater of Operations during World War II.
