The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Fourth Bronze Oak Leaf Cluster in lieu of a Fifth Award of the Distinguished Flying Cross with Combat “V” to Colonel Victor Nicholas Cabas (AFSN: FR-12162), United States Air Force, for heroism while participating in aerial flight in connection with military operations against an opposing armed force over North Vietnam on 31 July 1968. On that date, Colonel Cabas led a flight of two unarmed reconnaissance aircraft over extremely vital heavily defended targets. Despite severe and accurate antiaircraft artillery fire, poor weather, and the disorientation of his wingman, Colonel Cabas continued the mission and obtained complete photo coverage of the assigned targets. He then led his wingman to a safe recovery despite total communication failure between the two aircraft. The outstanding heroism and selfless devotion to duty displayed by Colonel Cabas reflect great credit upon himself and the United States Air Force.
