The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross to Colonel Victor Nicholas Cabas (AFSN: FR-12162), United States Air Force, for extraordinary achievement while participating in aerial flight as an RF-4C Aircraft Commander of the 432d Tactical Reconnaissance Wing, in action over North Vietnam on 21 January 1968. On that date, Colonel Cabas’ skill and persistence were paramount in obtaining the assigned military objective in the presence of hostile action. To successfully accomplish the objective, he was subjected to continuous hostile antiaircraft, missile and MiG threats through the most heavily defended area yet encountered in aerial combat. The professional competence, aerial skill and devotion to duty displayed by Colonel Cabas reflect great credit upon himself and the United States Air Force.

On that date, Colonel Cabas led a flight of two unarmed reconnaissance aircraft over extremely vital heavily defended targets. Despite severe and accurate antiaircraft artillery fire, poor weather, and the disorientation of his wingman, Colonel Cabas continued the mission and obtained complete photo coverage of the assigned targets. He then led his wingman to a safe recovery despite total communication failure between the two aircraft. The outstanding heroism and selfless devotion to duty displayed by Colonel Cabas reflect great credit upon himself and the United States Air Force.
