The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Captain Marion L. Duncan, United States Air Force, for heroism involving voluntary risk of life at the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, from 19 April 1995 to 25 April 1995. Captain Duncan was performing duties as a nurse at the medical triage tent at the base of the bombed out building. When the last live victim of the blast was found, Captain Duncan was asked to accompany a surgeon into the basement of the unstable building to assist in an emergency leg amputation so she could be removed from the building. Upon reaching the victim he was required to assist in the procedure lying on his side in two feet of water with the ever-present danger of being buried themselves. Working under conditions were so cramped at times that he acted as the surgeon’s “eyes” identifying bleeders and directing efforts to cut and suture while firefighters held helmets over Captain Duncan and the surgeon to protect them from falling debris. The exemplary courage and heroism displayed by Captain Duncan reflect great credit upon himself and the United States Air Force.
