During World War II, Richard Candelaria became a U.S. Army Air Forces ACE, credited with shooting down 6 enemy aircraft in aerial combat before he was himself shot down and held as a Prisoner of War. After returning home in 1945, he subsequently entered the Air National Guard, retiring as a U.S. Air Force Colonel.

The gallant actions and dedicated devotion to duty demonstrated by First Lieutenant Candelaria, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.
