The President of the United States of America takes pleasure in presenting the Silver Star to First Lieutenant Jules M. Rouse (MCSN: 0-9815), United States Marine Corps, for conspicuous gallantry and intrepidity as a Rifle Platoon Leader attached to a company of the First Battalion, Third Marines, THIRD Marine Division, during the landing attack at Cape Torokina, Bougainville, Solomon Islands, on 1 November 1948. Discovering that his company had become disorganized after suffering heavy losses under severe Japanese fire from defensive positions and that the company commanding officer had been wounded, First Lieutenant Rouse unhesitatingly exposed himself to intense fire from hostile mortars, rifles and machine guns in order to reorganize the troops and subsequently leading the fierce attack which broke through an enemy encirclement, successfully reached the objective. First Lieutenant Rouse’s splendid initiative, his inspiring leadership and gallant fighting spirit in the face of furious resistance were contributing factors in breaking Japanese resistance to our occupation of the beachhead and were in keeping with the highest traditions of the United States Naval Service.
