Growing up in a military family, Leon Rice participated in Scouting and earned his Eagle Rank in 1972. He was commissioned through the Reserve Officer Training Corps program in 1980 upon graduation from Rensselaer Polytechnic Institute. In 2007 he was appointed a Brigadier General, and he received his second star in 2010. In 2016 he was appointed a U.S. Air Force Lieutenant General and was appointed Director of the Air National Guard.
