The President of the United States of America takes pleasure in presenting the Silver Star to Captain Jack J. Monroe (MCSN: 0-9741), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity as Commanding Officer of Company I, Third Battalion, Twenty Second Marines (Reinforced), First Provisional Marine Brigade, Third Amphibious Corps, during action against enemy Japanese forces on Guam, Mariana Islands, 25 July 1944. When his company was held up by severe machine-gun, rifle and mortar fire, Captain Monroe led supporting tanks from the rear of his company through the front lines and into position to place direct fire on the enemy, thereby enabling the tanks to destroy the enemy positions and permit his company to advance with a minimum of losses. Although wounded while directing the tank support and designating enemy targets, he remained in position until his company had seized its objective. While reorganizing his men, he was again seriously wounded by mortar fire but, before being evacuated, ordered his men to continue to reorganize, dig in and hold their positions. His courage and devotion to duty reflect the highest credit upon Captain Monroe and the United States Naval Service.
