The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Early E. W. Duncan (AFSN: 118A), United States Air Force [then Army Air Forces], for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 20 April 1942 to 15 April 1944. The singularly distinctive accomplishments of Colonel Duncan and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force. [This award supersedes the award of the Commendation Ribbon to Colonel Duncan for services from 20 April 1942 to 15 April 1944, as authorized by letter Headquarters, Army Air Forces, 28 September 1956.]
