    The President of the United States of America takes pleasure in presenting the Silver Star to Captain James R. Miller (MCSN: 0-5756), United States Marine Corps, for conspicuous gallantry and intrepidity as Operations Officer, attached to Headquarters Company, First Battalion, Twenty-third Marines, FOURTH Marine Division, in action against enemy Japanese forces on Saipan, Mariana Islands, 19 June 1944. A skilled and fearless leader, Captain Miller boldly proceeded through intense hostile fire to the front lines of his companies, coordinating and directing the disposition of these units for an assault upon an enemy strong point containing many firmly entrenched machine guns. Initiating a daring attack, he led his men against bitterly defended Japanese emplacements, fighting vigorously under heavy enemy barrages until he was seriously wounded. By his expert tactical ability, indomitable spirit and unswerving devotion to duty at grave personal risk, Captain Miller contributed materially to the success of the battalion’s mission in this vital operation at Saipan, and his courageous conduct throughout reflects the highest credit upon himself and the United States Naval Service.
