The President of the United States of America takes pleasure in presenting the Silver Star to Private First Class James W. Kelley (MCSN: 462565), United States Marine Corps, for conspicuous gallantry and intrepidity while serving as a member of the Forward Observation Team of Battery G, Third Battalion, Fourteenth Marines, FOURTH Marine Division, during operations against enemy Japanese forces on Iwo Jima, Volcano Islands, from 23 February to 8 March 1945. Voluntarily assuming the duties of radio operator in a newly formed forward observation section shortly after landing, Private First Class Kelley capably performed these duties until his forward observer officer was wounded and evacuated on 8 March 1945. Although ordered by the officer prior to his evacuation to seek cover from the heavy enemy shelling, he realized that an observer was necessary for the battery which was firing a vital mission in an attempt to halt the hostile mortar fire. Electing to remain, Private First Class Kelley skillfully adjusted the fire of the battery on the Japanese mortar position and aided materially in enabling the group to accomplish its mission. His steadfast courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
