The President of the United States of America takes pleasure in presenting the Silver Star to First Lieutenant Otho L. Garber (MCSN: 0-16139), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity as Bomb Disposal Officer of the Twenty-second Marines (reinforced), First Provisional Marine Brigade, Third Amphibious Corps, in action against enemy Japanese forces during the invasion of Guam, Mariana Islands, from 21 July to 10 August 1844. Demonstrating outstanding courage and determination, First Lieutenant Garber repeatedly rendered enemy mines, torpedoes and booby-traps safe, thus permitting the continued advance of the tanks and infantry. Moving forward under cover of a smoke screen on 26 July, he braved intense enemy fire to advance far beyond the infantry to clear an enemy mine field consisting of thirty-five mines which prevented the advance of our tanks. His heroism and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
