The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Corporal Howard A. Foss (MCSN: 882556), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity while serving as Combat Cameraman with the Photographic Section, Third Amphibious Corps, Fleet Marine Force, during action against enemy Japanese forces at Guam, Mariana Islands, from 21 to 29 July 1944. Unhesitatingly volunteering to accompany assault troops to the front lines during a bitter engagement for the airstrip on Grote Peninsula on 29 July, Corporal Foss daringly pressed forward in the face of withering hostile fire to the vicinity of the air control tower and took vital photographs of rapidly advancing Marines and tank units. Shot in the hand by a bursting enemy shell, he refused medical attention, insisting that the more seriously wounded be cared for first and, crawling through the fierce barrage to a more advantageous position for filming, continued to record the action until he was fatally struck down by Japanese machine-gun fire. By his outstanding professional ability, great personal valor and cool courage in the face of grave peril, Corporal Foss succeeded in obtaining photographs of great importance to our further operations against the Japanese, and his zealous devotion to duty throughout this and numerous other perilous combat missions was in keeping with the highest traditions of the United States Naval Service. He gallantly gave his life for his country.
