The President of the United States of America takes pleasure in presenting the Silver Star to Captain George M. Foote (MCSN: 0-7147), United States Marine Corps, for conspicuous gallantry and intrepidity while attached to the Third Amphibian Tractor Battalion, Fleet Marine Force, in action against enemy Japanese forces during the assault on enemy held Guam, Mariana Islands, 21 and 22 July 1944. Although trained specifically for amphibian tractor work, Captain Foote volunteered to reconnoiter a route of approach for tractors assigned to carry troops from Guam in an over-water invasion of Cabras Island. Landing in an early wave with the infantry under heavy hostile fire, he crossed a rice paddy to the foremost lines of our assault forces and actively joined in a fire fight to clear the areas of enemy resistance. When the troops he had joined became pinned down by machine-gun fire, Captain Foote remained with them throughout the night and, going forth in advance of our front lines to find a mine-free water approach to the Cabras Island objective, proceeded into a contested area and mapped a route across the causeway through a mine field. By his determination and professional skill in picking a way through these mines, he was largely responsible for the success and economy of the subsequent attack and his conduct throughout was in keeping with the highest traditions of the United States Naval Service.
