Harris Kline was commissioned in 1984 after receiving his Doctor of Jurisprudence degree from Loyola University in 1979, and a Master of Laws degree in Maritime and International Law from Tulane University in 1981. In 2012 he was appointed a U.S. Air Force Brigadier General.
