The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Lieutenant Colonel William C. Norris (AFSN: 0-40754), United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as an F-105 Thunderchief Pilot of the 333d Tactical Fighter Squadron, 355th Tactical Fighter Wing, Takhli Royal Thai Air Base, in action over North Vietnam on 17 July 1967. On that date, Colonel Norris was force commander of a sixteen-ship strike force directed to attack a railroad yard in the most heavily defended area in Southeast Asia. Colonel Norris led his flight through intense and accurate tracking and predicted barrage flak to place his ordnance directly on the target, in spite of his own aircraft having been hit. By his gallantry and devotion to duty, Colonel Norris has reflected great credit upon himself and the United States Air Force.
