In July 1950 William Norris took part with the 20th Fighter Group in the first Atlantic crossing of F-84 aircraft to Manston, England. He subsequently flew combat missions in both the Korean and Vietnam Wars. On the date he earned the Air Force Cross in Vietnam, Major Paul Koeltzow also received the Air Force Cross for leading a flight of 20 aircraft against this target on this date. By the time he retired as a U.S. Air Force Major General on July 1, 1980, General Norris was a command pilot who had become current in 11 different fighter aircraft. He retired in 1980 as a U.S. Air Force Major General.

Norris (AFSN: 0-40754), United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as an F-105 Thunderchief Pilot of the 333d Tactical Fighter Squadron, 355th Tactical Fighter Wing, Takhli Royal Thai Air Base, in action over North Vietnam on 17 July 1967. On that date, Colonel Norris was force commander of a sixteen-ship strike force directed to attack a railroad yard in the most heavily defended area in Southeast Asia. Colonel Norris led his flight through intense and accurate tracking and predicted barrage flak to place his ordnance directly on the target, in spite of his own aircraft having been hit. By his gallantry and devotion to duty, Colonel Norris has reflected great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Title 10, Section 8742, United States Code, takes pleasure in presenting the Air Force Cross to Lieutenant Colonel William C. Norris (AFSN: 0-40754), United States Air Force, for extraordinary heroism in military operations against an opposing armed force while serving as an F-105 Thunderchief Pilot with the 333d Tactical Fighter Squadron, 355th Tactical Fighter Wing, Takhli Royal Thai Air Base, in action over North Vietnam on 12 August 1967. On that date, Colonel Norris led a strike force of twenty F-105 aircraft against a key installation in the North Vietnamese supply line. Skillfully evading surface-to-air missile launches, he positioned his force for the bomb run. Four MiG-17’s engaged his flight from the rear. Colonel Norris turned toward the MiGs, drew them away from his attack force, eluded them, and returned to successfully attack the target. Through his extraordinary heroism, superb airmanship, and aggressiveness in the face of hostile forces, Lieutenant Colonel Norris reflected the highest credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain [then First Lieutenant] William C. Norris (AFSN: 0-40754), United States Air Force, for extraordinary achievement while participating in aerial flight on 19 August 1951. As squadron leader in a flight of eighteen F-51 type aircraft, Captain Norris displayed outstanding leadership and airmanship when he led his squadron through low hanging clouds and intermittent rain showers directly to the target area at Chongju, deep within North Korea, where he and his squadron made a series of destructive attacks using bombs, rockets, and machine guns on marshalling yards, railway cars, and petroleum, oil, and lubricant storage areas in that heavily defended city. Captain Norris so skillfully planned the mission for the entire squadron that when adverse weather conditions precluded making the attacks as briefed, an alternate plan of attack was executed with minimum delay which resulted in optimum damage being inflicted on the target. Throughout these attacks, Captain Norris displayed outstanding leadership by directing other aircraft on strategic targets which led to the total destruction of twenty railway cars, two petroleum, oil, and lubricant storage areas, and the rails in the railway yards in this important transportation center. As a result of this mission, vital fuels needed for transportation of supplies to front line areas were denied the enemy plus the destruction of an important link in his communications which greatly reduced his offensive potential. By his high personal courage, devotion to duty, and exceptional leadership, Captain Norris has brought great credit upon himself and the United States Air Force.

On that date, Colonel Norris was Number Three of a four-ship flight directed against a highly important and heavily defended railroad yard. Disregarding heavy flak directly over the target, Colonel Norris made a precise dive bomb run and placed his ordnance exactly on target. The professional competence, aerial skill, and devotion to duty displayed by Colonel Norris reflect great credit upon himself and the United States Air Force.
