The President of the United States of America takes pleasure in presenting the Silver Star to Captain Victor J. Barringer, Jr. (MCSN: 0-9589), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity as Plans and Training Officer of the Second Battalion, Twenty-Fifth Marines, FOURTH Marine Division, in action against enemy Japanese forces on Saipan, Mariana Islands, 16 June 1944. Observing that intense small arms, mortar and anti-tank fire from numerous hostile emplacements had halted the tank platoon supporting the left flank of a rifle company, thereby retarding the advance of the entire landing team on his left, Captain Barringer, unable to reach the Battalion Commander at the time, contacted the leader of the tank platoon to learn of the obstacles holding up the attack. After making a personal reconnaissance across the perilous terrain, he returned to mount the leading tank and courageously directed the assault in the face of determined resistance until his vehicle was disabled by enemy fire. Undaunted, he immediately leaped on top of a second tank and again led the attack with renewed vigor, inspiring is gallant Marines to press home their onslaught with unremitting fury and rout the fanatic defenders from their stronghold. His daring, indomitable fighting spirit and unwavering devotion to duty were contributing factors in clearing the critical beach areas and reflect the highest credit upon Captain Barringer and the United States Naval Service.
