The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Ralph Sherman Parr (AFSN: 0-28206), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff, Headquarters United States Military Mission with the Iranian Army and United States Military Assistance Advisory Group to Iran, from 29 August 1972 to 3 January 1974. Colonel Parr’s actions on many sensitive projects made significant contributions to the United States national policy relating to matters in the Middle East. He singularly made outstanding contributions to increase the interface of the United States Mission in Iran to such an extent that our diplomatic and military relations with that country have materialized as a stabilizing influence in the volatile Middle East environment. The singularly distinctive accomplishments of Colonel Parr reflect great credit upon himself and the United States Air Force.
