Lieutenant Colonel Carl Lee Aubrey (AFSN: 0-8267), United States Air Force, was captured by communist forces after he was shot down over North Korea on 12 March 1951, and was held as a Prisoner of War until his release on 6 September 1953, during Operation Big Switch at the end of the war.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Legion of Merit to Colonel Carl Lee Aubrey (AFSN: 0-8267), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while assigned as Chief, Operations Branch, Air Operations and Training Division, National Guard Bureau during the period 5 May 1958 to 9 June 1961. Throughout this period he distinguished himself by an outstanding ability to formulate plans and invoke action based on exceptionally mature judgment and a keen analysis of all factors. This capability, during a period when the Air National Guard was undergoing a large conversion to more modern and complex aircraft, was instrumental in enabling the 92 Air National Guard squadrons to convert to more modern aircraft most efficiently and at the same time to have the lowest aircraft accident rate in Air National Guard history. Through his outstanding guidance and masterful planning, the Air Alert Program has developed proficiency for individuals and units of the Air National Guard which was considered impossible. Colonel Aubrey’s performance has immeasurably strengthened the defense capability of the Air National Guard which substantially furthered the security of the United States from attack. His performance reflects great credit upon himself, the National Guard Bureau, and the United States Air Force.
