The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Chief Builder James U. Burlock, United States Navy, for heroism on 18 August 1969 while serving as Instructor, TWENTIETH Naval Construction Regiment, Naval Construction Battalion Center, Gulfport, Mississippi. At the height of Hurricane CAMILLE and upon learning that 27 men were in a warehouse collapsed by the 200-mile-per-hour winds, Chief Petty Officer Burlock, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly proceeded as part of a rescue team to extricate the men trapped in the wreckage of the warehouse and to evacuate them. After an exhaustive search through the debris and determining the men were not in the warehouse, Chief Petty Officer Burlock and the team searched other warehouses in the area until it was ascertained the men had been evacuated. Chief Petty Officer Burlock’s prompt and courageous actions in the face of great personal risk were in keeping with the highest traditions of the United States Naval Service.
