The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Charles Graham Boyd, United States Air Force, for exceptionally meritorious and distinguished services to the Government of the United States, to the Government of the United States, in a duty of great responsibility. General Boyd distinguished himself as Vice Commander, EIGHTH Air Force, Barksdale Air Force Base, Louisiana, from 30 November 1986 to 20 May 1988. In this important assignment, the forceful leadership and outstanding, dedicated efforts of General Boyd had a significant impact on the strategic direction of forces in Europe, the North Atlantic Treaty Organization, and EIGHTH Air Force. His commitment to improving and upgrading our present military status resulted in strengthening of our forces’ readiness capabilities. The singularly distinctive accomplishments of General Boyd reflect the highest credit upon himself and the United States Air Force.
