    Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel Dwayne L. McQuilliams, United States Army National Guard, for exceptionally superior service as Assistant Director, Manpower Programs, Office of the Assistant Secretary of Defense for Reserve Manpower Programs, Office of the Assistant Secretary of Defense for Reserve Affairs, from June 1988 to April 1994. During this period, the outstanding professional skill, leadership, and dedication of Colonel McQuilliams resulted in the first ever draft Department of Defense policy directive on full-time support, a critical component in the readiness of Reserve forces. His management skills and dedication to duty were instrumental in conducting a comprehensive, inter-Service review of all National Guard and Reserve flag and general officer requirements and in preparation of significant revisions to the Reserve Officer Personnel Management Act, a key legislative proposal under consideration by Congress. His capable and decisive leadership resulted in the development and promulgation of manpower policies and personnel procedures which benefited the men, women, and dependents of the National Guard and Reserve component members who were activated in support of the Persian Gulf Conflict. Colonel McQuilliams discharged his responsibilities with the highest degree of professional competency, loyalty and devotion to duty. The distinctive accomplishments of Colonel McQuilliams culminate a distinguished career in the service of his country and reflect great credit upon himself, the United States Army National Guard, and the Office of the Secretary of Defense.
