The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Airman Second Class Philmore Goins, Jr. (AFSN: AF-14480607), United States Air Force, for heroism involving voluntary risk of life on 21 February 1956 at Goose Air Force Base, Labrador. On that date an aircraft refueling tractor exploded and burst into flames. Unable to subdue the fire with a CO2 extinguisher, Airman Goins, realizing the danger to the surrounding property and facilities should the highly flammable fuel explode, towed the trailer to a safe distance, unhooked the tractor and drove it to an empty area on the ramp. The exemplary courage and heroism displayed by Airman Goins reflect great credit upon himself and the United States Air Force.
