The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain William Glenn Arnold, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Program Manager for Airborne Mine Defense, Program Executive Officer, Air Antisubmarine Warfare Assault and Special Mission Programs from December 1990 through October 1992 and Program Executive Officer, Mine Warfare from October 1992 through August 1993. Inspiring the efforts of both civilian and military personnel, and responsible for numerous projects involving Research and Development, Production, Fleet Support, and Logistics, Captain Arnold displayed outstanding management skills and a thorough working knowledge of the acquisition process. Through his guidance, programs, and projects were structured to meet changing Fleet needs, particularly as results of Operation DESERT STORM evolved. Additionally, he was a key player in the establishment and redirection of projects in response to Operation DESERT STORM lessons learned. Because the Airborne Mine Defense Program Office encompasses all phases of acquisition, support, and training, Captain Arnold was instrumental in structuring an overall program that will significantly enhance the Fleet’s posture in responding to littoral Mine Countermeasures requirements worldwide. In the environment of downsizing and diminishing funding, he maximized the performance and flexibility of current assets. Captain Arnold’s superior professionalism, sound judgment, and total devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
