During this period, Rear Admiral Callaghan’s keen foresight, personal initiative, and perceptive judgment contributed significantly to the enhancement of relations with the Brazilian military authorities. His ability to promote and maintain a viable program for furthering the individual and mutual security of the two countries in a period of turbulence in relations was exceptional.
