    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral William McCombe Callaghan, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chairman and Navy Member, United States Delegation, Joint Brazil-United States Military Commission from January 1977 to May 1978. During this period, Rear Admiral Callaghan’s keen foresight, personal initiative, and perceptive judgment contributed significantly to the enhancement of relations with the Brazilian military authorities. His ability to promote and maintain a viable program for furthering the individual and mutual security of the two countries in a period of turbulence in relations was exceptional. In addition, Rear Admiral Callaghan’s astute guidance and military knowledge provided valuable assistance to the Brazilian Armed Forces in expanding their capabilities in the area of joint and combined operations. By his distinctive achievements, steadfast leadership, and inspiring devotion to duty, Rear Admiral Callaghan reflected great credit upon himself and upheld the highest traditions of the United States Naval Service..
