    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Senior Chief Aviation Fire Control Technician James Homer Colby, United States Navy, for heroism while serving at Fighter Squadron ONE HUNDRED SEVENTY-ONE (VF-171), Naval Air Station Oceana, Virginia, on 28 March 1978. While attending Executive Officer’s Inquiry, Senior Chief Petty Officer Colby observed the previously dismissed accuser reappear to continue his arguments. Upon noticing the accused pull out a hand gun to emphasize his determination, Senior Chief Petty Officer Colby, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly grabbed the man’s gun hand and administered a blow to the head in an attempt to secure the gun. During the ensuing struggle, the accused was wounded by his own weapon. Senior Chief Petty Officer Colby’s courageous and prompt actions in the face of great personal risk undoubtedly saved from injury or the lives of several people present including the Squadron’s Executive Officer; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
