    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to First Lieutenant Kevin R. Clifford, United States Marine Corps, for heroism while serving as Executive Officer, Company E, Battalion Landing Team 2/2, 36th Marine Amphibious Unit, Fleet Marine Force, Atlantic. During the night of 15 March 1982, while participating in North Atlantic Treaty Organization Exercise ALLOY EXPRESS 82 in North Norway, a Marine fell through an ice covered stream. Without regard for his own personal safety, First Lieutenant Clifford entered the frigid stream and with great effort extracted the injured Marine from the freezing water. Despite being hindered by his own frozen clothing and susceptibility to danger, First Lieutenant Clifford organized a rescue team and carried the Marine 500 meters up a 60 degree slope in 20 inches of snow to a landing zone where he could be transported by MEDEVAC to a German Field Hospital. By his prompt and courageous actions in the face of imminent danger, First Lieutenant Clifford undoubtedly saved the life of his fellow Marine; thereby reflecting great credit upon himself and upholding the highest traditions of the Marine Corps and the United States Naval Service.
