The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Sergeant Donald Henry Chilcutt, Jr., United States Marine Corps, for heroism while serving as a Military Policemen at the Marine Corps Development and Education Command, Quantico, Virginia on 3 February 1979. Shortly after Sergeant Chilcutt arrived at the scene of a traffic accident, one of the victims came in contact with a high power electric line and was instantly electrocuted. Due to the steepness of the terrain, the victim’s body with the electric wire wrapped around it began to fall and brushed against another Military Policeman who had been standing in close proximity to the victim, stunning this Marine. Sergeant Chilcutt, with complete disregard for his own safety and fully aware of the personal danger involved, unhesitatingly pulled his fellow Marine out of the wire’s path and away from certain death. Again the fellow Marine, now joined by a bystander, attempted to free the victim from the wire. Sergeant Chilcutt, once again realizing the extreme hazard involved and with great difficulty, physically restrained both individuals from fruitless rescue attempts. Sergeant Chilcutt’s presence of mind, courage, and repeated actions during an intensely horrifying and totally unexpected half-moment were directly responsible for saving the lives of a fellow Marine and a bystander; thereby reflecting great credit upon himself and upholding the highest traditions of the Marine Corps and the United States Naval Service.
