The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman Recruit Hoyt Wayne Chaney, Sr., United States Navy, for heroism while training as a student in the Apprentice Training program at Recruit Training Command, Great Lakes, Illinois on 17 November 1984. Seaman Recruit Chaney was instrumental in saving the life of twelve-year old Michael Oya who was trapped in a burning automobile following a traffic accident. Risking his own life, he, assisted by three other sailors, freed the child and carried him to safety. Shortly thereafter, the car exploded and no others could be saved. His quick thinking and unselfish actions saved the boy from certain death as the flames consumed the vehicle. Seaman Recruit Chaney’s personal initiative, presence of mind, and loyal devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
