The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Clarence Russell Bryan, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Fleet Maintenance Officer and Assistant Chief of Staff for Maintenance on the staff of the Commander in Chief U.S. Atlantic Fleet from September 1969 to September 1972. During this period, Rear Admiral Bryan ensured the optimum utilization of available resources for the overhaul and repair of Fleet ships so vital in maintaining the Atlantic Fleet at maximum material readiness. His deep concern for the welfare of embarked personnel, his analysis of overhaul and operational schedules, and his development of programs to provide for the overhaul of ships in homeport areas greatly enhanced career motivation and improved reenlistment rates within the Atlantic Fleet. As an active participant of the Flag Officer Policy Board for the Maintenance and Material Management (3M) System, Rear Admiral Bryan achieved significant improvements in the System, thereby contributing to Fleet material readiness. His distinctive accomplishments reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
