The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Clarence Russell Bryan, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Fleet Maintenance Officer and Assistant Chief of Staff for Maintenance on the staff of the Commander in Chief U.S. Atlantic Fleet from September 1969 to September 1972. During this period, Rear Admiral Bryan ensured the optimum utilization of available resources for the overhaul and repair of Fleet ships so vital in maintaining the Atlantic Fleet at maximum material readiness. His deep concern for the welfare of embarked personnel, his analysis of overhaul and operational schedules, and his development of programs to provide for the overhaul of ships in homeport areas greatly enhanced career motivation and improved reenlistment rates within the Atlantic Fleet. As an active participant of the Flag Officer Policy Board for the Maintenance and Material Management (3M) System, Rear Admiral Bryan achieved significant improvements in the System, thereby contributing to Fleet material readiness. His distinctive accomplishments reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Vice Admiral Clarence Russell Bryan, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander, Naval Sea Systems Command (NVASEA) from August 1976 through March 1980. Vice Admiral Bryant’s contribution to the Navy’s engineering, acquisition, and logistic support capability, to the Fleet, and to the overall national defense will be long lasting. Due to his inspired leadership and superb technical competence, the foundations were established for a new NAVSEA and a new Engineering Duty community. Through Vice Admiral Bryan’s efforts, the NAVSEA of the Future, an organization of proven credibility, maximum technical growth, responsiveness, consistent engineering excellence, and product quality–is rapidly progressing toward reality. The Navy’s ship design capability was also strengthened and emphasized through his successful consolidation of the Naval Ship Engineering Center with the Naval Sea Systems Command. In addition, Vice Admiral Bryan placed the Engineering Duty community on sound professional footing, orienting and nurturing its growth in the proper direction and at an optimum rate; thereby effecting a dramatic improvement in Engineering Duty Officer inventory, esprit de corps, and prestige. By his great competence and vision, unremitting application of sound managerial practices, perseverance, and tenacious dedication to duty, Vice Admiral Bryan reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
