The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Edward Samuel Briggs (NSN: 0-521281), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Naval Logistics Command, U.S. Pacific Fleet, as Deputy Chief of Staff for Logistics, U.S. Pacific Fleet, and as Commander Naval Base, Pearl Harbor, Hawaii, from July 1979 to August 1980. Responsible for all logistical support to the Pacific Fleet during this period of significantly increased fleet operations, Rear Admiral Briggs provided the strong personal leadership and sound guidance needed to ensure that the highest levels of readiness were realized, both ashore and afloat., throughout the Pacific and Indian Ocean areas. His consistently superior efforts, sound and decisive judgment, and exceptional foresight ensured that Pacific Fleet Logistic support requirements were met in a timely and responsive manner. Rear Admiral Briggs’ genuine concern strongly influenced the quality of Navy life throughout the Pacific Navy community. His professional competence, vitality, and determination of purpose inspired this same performance in subordinates and contributed immeasurably to the readiness of the U.S. Pacific Fleet. Rear Admiral Briggs’ inspirational leadership, perseverance, and steadfast devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
