The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Vice Admiral Jon Lippitt Boyes (NSN: 0-282928), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Deputy Director General, North Atlantic Treat Organization (NATO) Integrated Communications System Management Agency from July 1976 through July 1977. During his tenure, Vice Admiral Boyes displayed exceptional professional knowledge of communications along with unique and imaginative approaches to engineering and management aspects of communications system development and procurement. Under his astute leadership, the planning for future NATO Integrated Communications Systems architecture has progressed from a highly idealistic and expensive program to one that is affordable and based on realistic goals. He was instrumental in convincing NATO of the need for the implementation of a digital communications system, the advantages of which will be evident not only now but in future years. Vice Admiral Boyes’ program involving inter-operability and standardization of NATO communications will provide increased flexibility and survivability at minimum cost to NATO. Further, his excellent managerial ability resulted in internal organizational changes which greatly increased the efficiency of day-to-day operations. By his distinctive achievements, perseverance, and selfless devotion to duty, Vice Admiral Boyes reflected great credit upon himself and upheld the highest traditions of the United States Naval Service..
