The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander George P. Bardsley, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Commanding Officer, U.S.S. SPADEFISH (SS-411) from 4 August 1984 to 5 November 1984. During this period, U.S.S. SPADEFISH conducted a superbly executed and extremely successful independent Arctic submarine operation. Displaying dynamic leadership, consummate skill, and decisiveness, Commander Bardsley operated U.S.S. SPADEFISH in an unforgiving and often hostile Arctic environment with high operational stress, closely resembling combat/wartime conditions. Through his remarkable personal initiative, professional ability, and sound judgment under potentially hazardous conditions, he was instrumental in achieving results which are considered the most significant and uniquely executed of its type in recent years. By his superb performance, uncommon resourcefulness, and inspiring devotion to duty, Commander Bardsley reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
