The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Carrier Division ONE, Commander Task Group SEVENTY-SEVEN POINT THREE, and for designated periods as Commander Task Group SEVENTY-SEVEN POINT ZERO from April 1970 to October 1970 during combat operations against enemy forces in Southeast Asia. As Yankee Station Commander, Rear Admiral Carmody exhibited superior initiative, imagination, perseverance, and a thorough knowledge of tactical concepts in directing comprehensive and sustained interdiction operations against the enemy’s communications and transportation network in South Vietnam and Laos. Through his exemplary performance, he contributed materially toward stemming the flow of men and material from North to South Vietnam. Rear Admiral Carmody’s dynamic leadership, tactical expertise, and steadfast devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
