The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Carrier Division ONE, Commander Task Group SEVENTY-SEVEN POINT THREE, and for designated periods as Commander Task Group SEVENTY-SEVEN POINT ZERO from April 1970 to October 1970 during combat operations against enemy forces in Southeast Asia. As Yankee Station Commander, Rear Admiral Carmody exhibited superior initiative, imagination, perseverance, and a thorough knowledge of tactical concepts in directing comprehensive and sustained interdiction operations against the enemy’s communications and transportation network in South Vietnam and Laos. Through his exemplary performance, he contributed materially toward stemming the flow of men and material from North to South Vietnam. Rear Admiral Carmody’s dynamic leadership, tactical expertise, and steadfast devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Distinguished Flying Cross to Lieutenant Commander [then Lieutenant] Martin Doan Carmody (NSN: 0-106501), United States Navy, for heroism and extraordinary achievement while participating in aerial flight as Pilot of a Bombing Plane in Bombing Squadron EIGHT (VB-8), attached to the U.S.S. BUNKER HILL (CV-17), during operations against enemy Japanese forces in the vicinity of the Bonin and Palau Islands from 5 August to 7 September 1944. Completing his twentieth mission during this period, Lieutenant Commander Carmody carried out bombing attacks against ground installations and shipping which aided in the damaging or sinking of enemy warships and damaging of hostile ground installations, thereby contributing materially to the success of his squadron. His daring airmanship, skill, courage and devotion to duty in the face of enemy anti-aircraft fire were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Commander [then Lieutenant] Martin Doan Carmody (NSN: 0-106501), United States Navy, for heroism and extraordinary achievement while participating in aerial flight as a Pilot and Flight Leader in Bombing Squadron EIGHT (VB-8), attached to the U.S.S. BUNKER HILL (CV-17), during action against enemy Japanese forces in the vicinity of New Guinea, the Carolines, Marianas, Bonins, Philippines, Formosa and Ryukyus, from 30 March to 20 October 1944. Undaunted by intense anti-aircraft fire and heavy aerial opposition, Lieutenant Commander Carmody directed his strike groups in attacks against hostile shipping, airfield facilities and installations to sink six enemy ships, to damage six more, to sink or damage many small surface craft and to destroy twenty-one enemy planes on the ground, in addition to silencing anti-aircraft batteries, destroying many buildings of military importance and rendering twelve airfields temporarily unserviceable. During this period, he himself scored direct bomb hits on an enemy merchant vessel which subsequently sank and destroyed nine hostile planes on the ground, as well as hitting other important targets on numerous occasions. His airmanship, leadership and devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

Navy Distinguished Service Medal
The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Operational Test and Evaluation Force of the United States Navy and the Department of Defense Test Director for the Electronic Warfare Joint Service Test during the period March 1971 to January 1974. Through his exceptional leadership, professional competence, and able administration, Rear Admiral Carmody effectively directed the efforts of over 480 assigned projects, both Navy projects and Department of Defense joint test projects, providing both the Department of the Navy and the Department of Defense with the necessary operational information to aid the decision-making process for weapon system acquisition. Rear Admiral Carmody was particularly instrumental in stimulating the Navy’s implementation of new policies, procedures and guidance for the conduct of test and evaluation in the acquisition of defense systems. He has saved the Department of Defense considerable funds by identifying early, in several programs, design deficiencies which were able to be corrected at relatively small cost, and by slowing or stopping procurement of other weapon systems programs that were not operationally effective or suitable. Rear Admiral Carmody’s exemplary performance throughout reflected great credit upon himself and was in keeping with the highest traditions of the United States Naval Service.

Navy Distinguished Service Medal
The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Rear Admiral Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Naval Inspector General and as Senior Member of the Navy Department Board of Decorations and Medals from July 1975 through June 1977. During this period, Rear Admiral Carmody personally visited scores of Navy ships and hundreds of Naval activities and installations throughout the world. By virtue of his unsurpassed perceptiveness and dynamic leadership, he contributed substantially to significant improvements in the areas of organizational and financial management, area coordination, morale and discipline, security, and material and readiness conditions throughout the Navy. In addition, Rear Admiral Carmody’s keen sense of personal integrity and exceptional insights resulted in his implementation of the Navy’s first Mismanagement, Fraud, and Conflict of Interest Program. By his distinguished achievements and steadfast dedication in carrying out the broad and complex responsibilities of the Navy’s Command Inspection Program, Rear Admiral Carmody reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, U.S.S. KITTY HAWK (CVA-63) and as Commander Task Group SEVENTY SEVEN POINT SIX during combat operations in Southeast Asia from 15 November 1965 to 6 June 1966. A superb combat leader, Captain Carmody constantly demonstrated outstanding aggressiveness, professional skill, judgment and exemplary seamanship while directing airstrike operations of KTTY HAWK, her embarked air wing and escorts against North Vietnamese logistic and military targets and Viet Cong field forces in South Vietnam. The superb combat performance of KITTY HAWK was the direct result of Captain Carmody’s keen tactical perception, imaginative planning, bold executions and dynamic leadership. Captain Carmody’s actions were in keeping with the highest traditions of the United States Naval Service.

An outstandingly competent and resourceful leader, Rear Admiral Carmody has been responsible for and has directly supervised the determination of capability requirements in the tactical electronics area in response to urgent, operational demands. As Chairman, and one of the originators of the Navy Quick Reaction Capability Board, he has skillfully directed more than seventy quick-reaction projects of highest Navy and national interest, contributing significantly to the capabilities of our operating forces. By his outstanding leadership, sound judgment, and inspiring devotion to duty, Rear Admiral Carmody upheld the highest traditions of the United States Naval Service.
