The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Rear Admiral Martin Doan Carmody (NSN: 0-106501), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Naval Inspector General and as Senior Member of the Navy Department Board of Decorations and Medals from July 1975 through June 1977. During this period, Rear Admiral Carmody personally visited scores of Navy ships and hundreds of Naval activities and installations throughout the world. By virtue of his unsurpassed perceptiveness and dynamic leadership, he contributed substantially to significant improvements in the areas of organizational and financial management, area coordination, morale and discipline, security, and material and readiness conditions throughout the Navy. In addition, Rear Admiral Carmody’s keen sense of personal integrity and exceptional insights resulted in his implementation of the Navy’s first Mismanagement, Fraud, and Conflict of Interest Program. By his distinguished achievements and steadfast dedication in carrying out the broad and complex responsibilities of the Navy’s Command Inspection Program, Rear Admiral Carmody reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
