The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Paul C. Boyd (NSN: 0-447136), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Destroyer Squadron TWO deployed with the United States SIXTH Fleet from 8 December 1971 to 12 June 1972. Captain Boyd’s superior performance of duty, ingenuity, and resourcefulness were invaluable in the successful implementation of the Integrated Task Group concept. His leadership during periods of complex and specialized operations motivated participating forces to achieve the highest level and quality of performance. Captain Boyd aggressively pursued the development of improved surface warfare tactics and procedures to cope with the capabilities and scope of operations of the Soviet Mediterranean Fleet. His eloquent and sound advice to operational commanders in recommending innovative and productive ways to improve operations and utilization of resources significantly contributed to the capability of the SIXTH Fleet to fulfill it’s mission. By his outstanding performance and inspiring devotion to duty, Captain Boyd reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
