The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel John W. Collins, Jr., United States Army, for exceptionally meritorious conduct in the performance of outstanding services in positions of significant responsibility from 1 February 1988 to 31 January 1998, culminating as Chief of the Combat Developments Team, Office of the TRADOC System Manager, Combat Service Support Control System. Lieutenant Colonel Collins provided outstanding direct and general logistical support to a multitude of operations worldwide. His outstanding leadership, mentorship and management expertise ensured successful mission accomplishment, impacting over 2 million soldiers of the total Army and covered material resources valued in excess of $9.7 billion. His distinguished service throughout his 22 years of active duty reflects great credit upon him and the United States Army.
