The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Jacques Paul Klein, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Mobilization Assistant to the Deputy Assistant Chief of Staff, Intelligence, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 1 May 1983 to 3 March 1987. During this period, Colonel Klein made major pioneering contributions for reserve personnel management and provided superb support, leadership, and management oversight for the 1,400 members of the Intelligence Reserve Forces. His determined efforts revitalized the Defense Reserve Attach function and provided the impetus for the creation of a $6.9 million language program. His creativity, dedication, and energy were instrumental in the initiation of significant intelligence programs in support of the Department of Defense. The singularly distinctive accomplishments of Colonel Klein reflect great credit upon himself and the United States Air Force.
