The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain David Harrison Bagley (NSN: 0-283295), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, U.S.S. OKLAHOMA CITY^ (CLG-5) from October 1966 to June 1968. Acting as Flagship for both Commander SEVENTH Fleet and Commander FIRST Fleet, OKLAHOMA CITY participated in a number of complex fleet exercises and was instrumental in the successful test and evaluation of a number of sophisticated communications equipments. Captain Bagley consistently displayed the highest degree of leadership, initiative, determination and professional skill in directing his ship and crew in meeting this variety of tasks. His versatility, forehandedness, integrity and superior management of talent and resources were directly responsible for the continued success and outstanding performance of OKLAHOMA CITY. Captain Bagley’s performance, professionalism, diligence and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
