The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Admiral David Harrison Bagley (NSN: 0-283295), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander in Chief, United States Naval Forces, Europe and Commander, United States Eastern Atlantic from May 1975 through August 1977. Admiral Bagley’s superb performance of duty during this period made an exceptional contribution to the increased capability of U.S. Naval Forces in the European Theater. His keen perception and detailed understanding of the intricate political, military, and socio-economic interrelationships existing in the European and Middle East areas were fundamental to the flawless direction of the Naval Forces under his command. Further, his many initiatives and contributions resulted in a significant enhancement in the effectiveness and readiness of the U.S. Navy in Europe. Admiral Bagley’s distinctive achievements, dynamic leadership, and steadfast dedication to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
