The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Captain Robert C. Austin, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Chief of Staff for Operations and Plans from August 1978 to June 1979 and as Chief of Staff for Commander Submarine Force, U.S. Atlantic Fleet from June 1979 to July 1980. through his superb leadership and professional competence, Captain Austin consistently ensured that the day-to-day operations of the staff and the direction of the personnel and ships of the Atlantic Submarine Force met their objectives. His exceptionally skillful management resulted in new foreign ports being visited by nuclear submarines which materially enhanced morale and improved retention. Additionally, through his superior initiative, Captain Austin directed the execution of several very successful, highly classified submarine operations of significant value to the United States. By his outstanding leadership, perceptive judgment, and inspiring devotion to duty, Captain Austin reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
