    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Joseph M. Simpson, Jr. (AFSN: FV-3129994), United States Air Force, for extraordinary achievement while participating in aerial flight while serving with the 361st Tactical Electronic Warfare Squadron in the Republic of Vietnam on 26 May 1967. On that date, Captain Simpson flew a highly classified, long and arduous reconnaissance mission over hostile terrain and under adverse weather conditions, in support of the combined allied operation “Blackjack 25”. Through the selfless application of his outstanding professional skill, ingenuity, and perseverance, Captain Simpson’s efforts resulted in the collection of the highest priority reconnaissance data which aided immeasurable in the fulfillment of complex and urgent intelligence requirements in Southeast Asia. The professional competence, aerial skill and devotion to duty displayed by Captain Simpson reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
