The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Parker Broadhurst Armstrong (NSN: 0-123588), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Service Force, U.S. Pacific Fleet and Deputy Chief of Staff for Logistics for Commander in Chief, U.S. Pacific Fleet from July 1972 to March 1974. As Principal Logistic Agent within the Pacific Fleet, Rear Admiral Armstrong directed the efforts of his vast command in providing unfaltering support to the units of the U.S. Pacific Fleet. The splendid achievements of his Command in supporting high-tempo combat operations in Southeast Asia, and more recently, in providing responsive logistics support to an Attack Aircraft Carrier Task Group deployed to the Indian Ocean have in large measure been due to his personal foresight and resourceful planning. Additionally, Rear Admiral Armstrong was deeply involved in the establishment of the Human Relations Councils within the subordinate echelons of his command, thereby bringing a new dimension in the Navy’s People Programs to the Service Force. By his professional competence, perseverance and total devotion to duty, Rear Admiral Armstrong reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
