(Citation Needed) – SYNOPSIS: Rear Admiral Parker B. Armstrong, United States Navy, was awarded a Second Gold Star in lieu of a Third Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States.

The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Parker Broadhurst Armstrong (NSN: 0-123588), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Service Force, U.S. Pacific Fleet and Deputy Chief of Staff for Logistics for Commander in Chief, U.S. Pacific Fleet from July 1972 to March 1974. As Principal Logistic Agent within the Pacific Fleet, Rear Admiral Armstrong directed the efforts of his vast command in providing unfaltering support to the units of the U.S. Pacific Fleet. The splendid achievements of his Command in supporting high-tempo combat operations in Southeast Asia, and more recently, in providing responsive logistics support to an Attack Aircraft Carrier Task Group deployed to the Indian Ocean have in large measure been due to his personal foresight and resourceful planning. Additionally, Rear Admiral Armstrong was deeply involved in the establishment of the Human Relations Councils within the subordinate echelons of his command, thereby bringing a new dimension in the Navy’s People Programs to the Service Force. By his professional competence, perseverance and total devotion to duty, Rear Admiral Armstrong reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Parker Broadhurst Armstrong (NSN: 0-123588), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from October 1967 to March 1969 as Director, Undersea and Strategic Warfare Development Division of the Office of the Deputy Chief of Naval Operations (Development). With forceful leadership and superb managerial ability, Rear Admiral Armstrong organized the developmental resources of the Department of Defense to the end of defining and articulating comprehensive requirements for Navy weapons systems in the strategic and anti-submarine warfare areas. To this determined effort, he applied his sound evaluation of the significance of the increasing threat in the undersea warfare area and his vast knowledge of weapons technology and the tactics of undersea and strategic warfare. Rear Admiral Armstrong’s exceptional ability to guide and motivate military and civilian experts, scientists, and industrialists to concerted effort resulted in the construction of sound, coherent, and complimentary Navy programs for the development of future anti-submarine warfare weapons systems which will encompass every feasible technological innovation. The expeditious construction of these diverse, complex programs for aircraft, ships, and submarines reflects the brilliant personal qualifications which Rear Admiral Armstrong devoted to this task which, in itself, is a major contribution to the shaping of a United States defense posture adequate to contain the projected formidable undersea threat. By his outstanding leadership, breadth of vision, intellectual competence, and inspiring devotion to duty, Rear Admiral Armstrong upheld the highest traditions of the United States Naval Service..

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Parker Broadhurst Armstrong (NSN: 0-123588), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from March 1969 to July 1970 as Commander Cruiser-Destroyer Flotilla TEN. A dynamic and resourceful leader, Rear Admiral Armstrong was responsible for and directly and effectively supervised the overall readiness of all ships and staffs in Cruiser-Destroyer Flotilla TEN and, during deployment, the administration of Cruiser-Destroyer Force matters in the U.S. SIXTH Fleet. Additionally, he distinguished himself repeatedly in various operational commands in support of Commander SIXTH Fleet and Commander Anti-Submarine Warfare Force, U.S. Atlantic Fleet. Displaying outstanding leadership, exceptional planning and managerial abilities, and consistently sound judgment, Rear Admiral Armstrong was highly successful in conceiving, planning, supervising the conduct of, and analyzing a series of operations and exercises which made significant contributions to the enhancement of the Navy’s anti-submarine warfare capability. He also formulated a series of operational, research, and development concepts which established the basis for future anti-submarine warfare plans. By his exemplary performance, his unusual skill as an organizer and planner, and his inspiring devotion to duty throughout this period, Rear Admiral Armstrong reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
