The President of the United States of America takes pleasure in presenting a Fourth Gold Star in lieu of a Fifth Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Service Force, U.S. Atlantic Fleet from May 1971 to January 1973. During this period, Rear Admiral Anderson made significant contributions to the overall readiness of the Service Force. Under his sound direction, new concepts and techniques for augmenting the Navy’s support capability with maritime sealift systems were developed and tested, thereby greatly enhancing Force responsiveness to current Fleet requirements and future logistic planning. With the introduction of the new multi-commodity ships into the Force, Rear Admiral Anderson pioneered the development of new procedures for their employment and carrier task forces at sea. His valuable guidance in connection with important construction programs of the Atlantic Fleet SEABEES and operations of the U.S. Navy Cargo Handling and Port Group contributed materially to the success of these operations on a global basis. Additionally, Rear Admiral Anderson’s implementation of various programs for increasing services and benefits to personnel of the Service Force attests to his foresight and humanitarianism. His distinguished performance of duty throughout was in keeping with the highest traditions of the United States Naval Service.
