The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Systems Analysis and Long Range Objectives Division of the Office of the Chief of Naval Operations. Throughout this period, Rear Admiral Anderson demonstrated superior professional competence in maintaining the Navy’s system analysis capability, in managing the Chief of Naval Operations Study Program, and in implementing and coordinating Study Program results. By his keen perception, foresight, and imagination, he furnished expert guidance in the determination of appropriate Navy force levels, in the evaluation of weapons systems effectiveness, and in the establishment of proper force support criteria. Rear Admiral Anderson actively participated in the decision-making process through evaluation and analysis of Navy programs and program alternatives, providing inspiration, cohesiveness, and direction during a critical period of transition for the Navy. His actions and guidance have contributed most significantly to major policy areas of the Navy and have insured a clear, logical and persuasive analytical product. By his sound judgment, leadership, and inspiring devotion to the fulfillment of his responsibilities, Rear Admiral Anderson reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
