The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Senior Navy Member, Weapons Systems Evaluation Group, Office of the Secretary of Defense, from March 1967 to February 1970. During this period, Rear Admiral Anderson made highly important contributions to the Weapons Systems Evaluation Group study program spanning the fields of strategic and tactical warfare, command and control, and logistics and mobility. Working in close cooperation with civilian and military officials at the highest levels of the Department of Defense, as well as with top civilian scientists and managers of study contractors, he was instrumental in the formulation of a significant program responsive to the needs of the Director of Defense Research and Engineering and of the Joint Chiefs of Staff. By his outstanding professional competence, sound judgment, and inspiring devotion to duty, Rear Admiral Anderson reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
