The President of the United States of America takes pleasure in presenting a Silver Star in lieu of a Sixth Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from February 1973 through August 1974 as Commandant, FIFTH Naval District/Commander, Naval Base, Norfolk, Virginia. During his tenure, Rear Admiral Anderson displayed dynamic leadership, planning and managerial abilities, and sound judgment in providing effective support to the Atlantic Fleet and in contributing to the programs which consolidated activities and achieved increased efficiency and improved transportation methods and facilities. Rear Admiral Anderson’s coordination of energy conservation programs and Shore Establishment Realignment programs contributed significantly to the beneficial results achieved. In addition, his Chairmanship of a very successful Tidewater Area combined Federal Campaign greatly enhanced relations between the Navy and the local community. Rear Admiral Anderson’s distinctive accomplishments, professional competence, and selfless devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Third Gold Star in lieu of a Fourth Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director, Systems Analysis and Long Range Objectives Division of the Office of the Chief of Naval Operations. Throughout this period, Rear Admiral Anderson demonstrated superior professional competence in maintaining the Navy’s system analysis capability, in managing the Chief of Naval Operations Study Program, and in implementing and coordinating Study Program results. By his keen perception, foresight, and imagination, he furnished expert guidance in the determination of appropriate Navy force levels, in the evaluation of weapons systems effectiveness, and in the establishment of proper force support criteria. Rear Admiral Anderson actively participated in the decision-making process through evaluation and analysis of Navy programs and program alternatives, providing inspiration, cohesiveness, and direction during a critical period of transition for the Navy. His actions and guidance have contributed most significantly to major policy areas of the Navy and have insured a clear, logical and persuasive analytical product. By his sound judgment, leadership, and inspiring devotion to the fulfillment of his responsibilities, Rear Admiral Anderson reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Fourth Gold Star in lieu of a Fifth Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Service Force, U.S. Atlantic Fleet from May 1971 to January 1973. During this period, Rear Admiral Anderson made significant contributions to the overall readiness of the Service Force. Under his sound direction, new concepts and techniques for augmenting the Navy’s support capability with maritime sealift systems were developed and tested, thereby greatly enhancing Force responsiveness to current Fleet requirements and future logistic planning. With the introduction of the new multi-commodity ships into the Force, Rear Admiral Anderson pioneered the development of new procedures for their employment and carrier task forces at sea. His valuable guidance in connection with important construction programs of the Atlantic Fleet SEABEES and operations of the U.S. Navy Cargo Handling and Port Group contributed materially to the success of these operations on a global basis. Additionally, Rear Admiral Anderson’s implementation of various programs for increasing services and benefits to personnel of the Service Force attests to his foresight and humanitarianism. His distinguished performance of duty throughout was in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Amphibious Group FOUR, from 16 June 1965 to January 1967. As a direct result of Rear Admiral Anderson’s outstanding leadership, sound judgment and imaginative and thorough planning as Commander Amphibious Task Group in Exercises CLOVE HITCH 1 and BEACHTIME and as Amphibious Opposition Commander in PHIBASWEX 1-65/MEBLEX 2-65 and LANTFLEX 66, the readiness of all participants was markedly increased, as was the readiness of the Amphibious Force. In his role as the Amphibious Opposition Commander in LANTFLEX 66, which involved 94 ships, 19 Air Squadrons and 5,000 Marines, Rear Admiral Anderson provided imaginative and realistic opposition to other exercise forces. Despite the complexity of the exercises and the limited time available, he introduced a wide variety of amphibious techniques for the first time in a major Atlantic exercise that afforded invaluable training to both friendly and opposition forces. Throughout this period, Rear Admiral Anderson exercised operational control of the Caribbean Ready Group, resulting in a steadily increasing degree of readiness of this Group to perform its tasks. By his outstanding professional competence and inspiring devotion to duty, Rear Admiral Anderson upheld the highest traditions of the United States Naval Service.
