The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Roy G. Anderson (NSN: 0-85253), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 20 December 1955 to 18 September 1958 as Head of the Plans and Programs Branch, Special Projects Office. Responsible for coordinating the overall program planning for the establishment of an operational United States Navy Fleet Ballistic Missile capability, Captain Anderson personally supervised the preparation of many complex programs to meet the various fleet readiness conditions required. Conducting continuous liaison with the Office of the Chief of Naval Operations and with all other United States Navy bureaus and offices having responsibility in the program, he made a significant contribution toward the realization of progressively earlier Fleet Ballistic Missile Program operational capability dates. Captain Anderson’s outstanding leadership, resourcefulness and untiring devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
