The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Herbert H. Anderson (NSN: 0-100221), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Director, Policy Plans and National Security Affairs in the Office of the Assistant Secretary of Defense, International Security Affairs (ISA), from April 1971 to April 1973. Playing a significant role in the development of most of the major policies formulated within ISA during this period, Rear Admiral Anderson served as a principal advisor in matters relating to politico-military studies, policy coordination, evaluation of long-term U.S. security objectives, and concepts for regional defense in the international security area. In all of the diverse areas of policy formulation, the Policy Plans Directorate, under Rear Admiral Anderson’s superb administration, has earned a most enviable reputation for responsiveness, productiveness, and overall capability. By his exemplary performance of duty, Rear Admiral Anderson contributed materially to the national security posture and upheld the highest traditions of the United States Naval Service.
